HEALTH & EDUCATION SERVICES, INC. AWARDED MAJOR DSS CONTRACTS
(BEVERLY, MA) – Health & Education Services, Inc. (HES) was awarded four major contracts with the Department of Social Services (DSS) to provide family-based wraparound services to several communities in the area. HES has been chosen as the Lead Provider Agency in Haverhill, Cape Ann and Lynn as well as being chosen as the Regional Resource Center for the entire Northeast region. Conceptually, this means that HES will receive substantial contracts from DSS to administer a new provider-driven system of care. In this system, as Lead Agency and the Regional Resource Center, HES will be responsible for coordinating the purchase of approximately $40 million of DSS resources for the purpose of family-based wraparound services in the community for DSS clients, as well as residential care. Although a new concept, HES had anticipated these changes in the delivery system and has been realigning its system for some time in order to effectively respond to this opportunity.

DSS and HES are leaders in both Massachusetts, and the nation in the human services industry, through developing and embracing this new service delivery model. The move is a dramatic change in the way children and families will access DSS services in the future. The focus with the new model is to keep children and families together while they are obtaining services from DSS in the communities in which they live. This new care model is a prelude to the direction that the entire country will be moving towards in the coming months and years. The Regional Resource Center will focus on getting children in and out of residential facilities and back into a family environment quicker, while the Lead Agencies provide the services that children can access once they return to a family environment.
Serving Boston’s North Shore and the Lower Merrimack Valley, Health & Education Services is one of the largest behavioral health and social services networks in the Commonwealth of Massachusetts. HES provides mental health and substance abuse treatment in addition to services for victims of crime and loss, the homeless and those suffering with HIV/AIDS. Primary prevention, outpatient treatment, emergency care and residential placement are also part of the HES continuum.
